using web application framework?

is there any other reason why we aren't using it? (other than no one doing it)
since it would be a lot easier to improve

It is not required to improve it.
The main (and maybe the only) thing that could be improved there is design.

no, for me design should be same but it should be easier if someone wants to improve it since it's object oriented

Sites like C&C and SC2's websites are a bit heavy, and geared toward advertizing/marketing. That kind of setup won't really benefit WZ as much as the investment, I think.

I have no idea to what framework you refer but I would suggest forking
https://github.com/Warzone2100/wz2100.net and working on that if you think you can bring in improvements.
