As we all know aerial units can not be attacked by most units, as they are in the air and the oposing force is on the ground. that is the point of aerial units. However, ingenuity has found a solution to all problems, that again is what it is for.
When a vetol or other airborn unit is flying in WARZONE they always stay at a certain altitude acording to the land underneath. If the land they are flying over dips they too will dip to stay at the apropriate altitude, same goes for if it goes up or buckles, it is an odd site indeed to see them bucking like they were in the rodeo, But that is not the point.
First I would like to introduce (if it has not already been) the idea that we could change the altitude at which our units will fly above the land manually, basically saying that when the land changes you (as in the unit) must stay at this height above it. This would allow for greater strategic control and would help reduce the enormity of my next proposal.
Now, as i stated first, no units not equipped with the right weaponry may attack aerial units. I disagree, the combat in warzone despite the radical weaponry and technology is quite simple, allowing for, that if the unit were equipped with say, rockets or a cannon, would be able to fire upon a aerial unit if it were at the right elevation, say above or at equal height, with moderate chances of hitting it.

The jagged line ------ shows the flight path of the air unit. The triangular lines < show the firing range and angle of the ground unit stationed on the rise.

Not having VTOLs hug terrain so much has been considered, and will probably be done at some point.
But to allow ground-based units to hit air units depending on elevation? That messes with balance a fair bit. I like the way the game is currently implemented - give a few weapons the ability to hit either ground or air.
Try it. All weapons already have an elevation setting. Just set them all to be able to hit either ground or air, and see how it messes with balance.

Or you can make your own mod, try limiting the elevation of some weapons, but allow all of them shoot air.
Example:
Heavy Cannon (just a test, making it a bit realistic)
Max Elevation => 45°
Min Elevation => 15°
Can shoot both air & ground
You might have to increase the HC range, since it's now limited elevation prevent it to engage VTOLs

ugh! i wish i could do that but i cant. A. I'm on a mac and it is very picky B. the windows i do have is old and wont do any of the mod stuff.
