Stationary artillery emplacements can rotate turrets, and this makes aiming as quick as for all weapons. IMHO, mobile artillery could also be rotated at certain body weigh / stability threshold. Just comparing with mobile howitzer from unreal3 fps - when it deploys, it even sets out additional stability struts, like in modern mobile cranes.

It doesn't mean that weapon can work in motion - it should be rather like plasma cannon. Independent rotation should require wheels or tracks. And probably require some minimum body weight. E.g. bug could be unable to rotate any weapon with serious range (ripple, howitzers). Medium bodies could rotate ripples and low-cal howitzers (hellstorm too). Groundshaker and archangel would need heavy body for this feature.

And super-heavy body could shoot basic mortar even in motion (just like all bodies do with mini-arty). Although basic mortar is of little to no use when dragon appears, EMP mortar is really useful in retreat to slowdown persuing enemy.
Those, who sacrifice culture for bit of freedom don't diserve any.
