I'm guessing it came as no suprise that the rebels would spend some of that on means to resist, which in an insurrection is gonna entail combat. Unless they went passive resistence ala Ghandi.
The UK Foreign Sec .... warned Syrian rebels "that they must observe human rights standards, whatever horrors are perpetrated by the regime".
Specifically, they were concerned about the rebels committing War Crimes and funding being tied to such, I'm thinking.

No no no I think it is in Scavengers nature to run on tanks with toothpicks eventually with catapults.

This Mars thing is vry interesting and "theoreticaly" so simple.
Here I give link to the most advanced "catapult" and the last one in the chain of their development. It could throw stones and other for over two kilometres. And the flight of the stone could be made to land behind the wals. While the others had rather horizontal throws.
I have put catapult word into quotation marks, as in polish language it is called Trebusz And we have a lot of different cool names for machines from that times, while when I was looking in dictionaries, sometimes, at least for dictionaries, all that throw stones is a catapult and over.

Trebuchet's are my personal favourite, I have one sitting on my desk (a small model one obviously). While requiring much more effort to move around, construct and use than things like catapults or ballistas, trebuchets pwned other battle equipment of the time once then were in action. Able to hurl boulders vast distances in to enemy troops or castle walls, those times must have been truly scary biscuits.

Worning SPOILER. In the game Witcher 2. There is a moment when you walk with king Foltest, and few of his advisors upon a hill to see how siege of the castle where the kings wife and their children locked as they turned agains the king. They did so when he was on a war, which made him even more angry.
While they walk, you can see attacking forces, siege machines, and other things. Suddenly enormous balista missle is being thrown into bushes right to the king. The advisors scream, Sire please hide yourself! and they jump into the bushes.
Come out coward he screams, and walk slowly with the witcher toward the wiewing point. Meanwhile he starts to describe the specifications of a balista. Width, height, what it is made of.
Then suddenly another missle lands even closer this time left to the king and his entourage. Witcher walks with the king, entourage sort of crawl behind. The king says.
And most importantly due to the initial speed and string being pulled by six people, the balista never shots into the same place, as it change aim each time it fires, and there is no time and strenght to aim it back.
Sire, I did not know you have such a bik knowledge about siege weapons. One of the advisors dared to say.
