This version is dead, and quite unbalance, since it would favour cannons with all that changes, download the latest version of it.
Ok, This is my first attempt to make all weapons effective, eliminating all balancing flaws without breaking game-balance, mostly notable changes goes for the cannon/rail gun class & the Collective's bodies.
Feel free to test it, don't forget to give feedback & report any issues related to balancing
NOTE: I know that 2.3.5 has been released & these changes will not be implemented on future releases of Warzone, it's just a mod that try to make stuff balanced at least.

Bodies
*Collective bodies
- Now the Collective Bodies have only the same engine output as the Project bodies has, but they're heavier now, decreased production time for Tiger & Leopard, differences between speed of both are minimal.
Tiger: Weight increased from 2700 to 3000, build time reduced from 420 to 400.
Panther: Weight increased from 2000 to 2200.
Leopard: Weight increased from 600 to 650, build time reduced from 220 to 200.
- Repositioned VTOL mount for heavy bodies, they're now placed under the heavy VTOL wings (a screenshot will be provided as soon as possible)
Systems
*Command Turret
- Now the Command Turret (CT for short) upgrades works correctly, replacing the existing older CT with a new stronger CT.
Command Turret I => Price: $200; Build Time: 600; Weight: 1000; HP: 1000
Command Turret II => Price: $300; Build Time: 800; Weight: 1000; HP: 1200
Command Turret III => Price: $400; Build Time: 1000; Weight: 1000; HP: 1400
Command Turret IV => Price: $500; Build Time: 1200; Weight: 1000; HP: 1600
Weapons
*AA Gun
- AA Cannon damage & blast damage decreased to 114 (370 when fully upgraded), ROF is okay for now.
- AA Cannon got a new GFX model.
*Cannons
- Reduced the reseach time of all cannons upgrades a bit to make them easy to research
- Reduced 50% of research time for Light Cannon
- Reduced 25% of research time for Medium Cannon
- Reduced 22% of research time for Heavy Cannon
- Reduced 20% of research time for Hyper Velocty Cannon
- Reduced 12% of research time for Assault Cannon
- Reduced 16% of research time for Twin Assault Cannon

*Collective bodies
- Increased Collective bodies engine output & reduced weight to equal the same speed of the Project bodies.
- Leopard HP increased to 90
- Panther HP increased to 150
- Tiger HP increased to 230. Kinetic armor increased to 24 & thermal armor decreased to 12
*NEXUS bodies
- Retaliation HP increased to 120
Weapons
*AA Gun
- Hurricane AA Turret weight reduced to 5000
- AA HE Flak (AA Damage) renamed to HE Anti-Aircraft Shells
- AA HEAP Flak (AA Damage) renamed to HEAP Anti-Aircraft Shells
- AA Flak Cannon renamed to AA Cannon to make sense, since Flak means "FLuAabweherKanone" (Anti-Aircraft Aircraft Defence Cannon Cannon looks super-weird if Flak is translated).
- AA Cannon damage increased to 120 (390 when upgraded), ROF increased to 12 RPM (30 RPM when upgraded) & weight reduced to 6000.
*Bomb Bays
- VTOL EMP Missile Launcher has now a blast radius of 2 tiles (256)
*Cannon
- Heavy Cannon weight reduced to 8000
- Medium Cannon weight reduced to 4000
- Hyper Velocity Cannon weight reduced to 3000 (1500 for VTOL)
- VTOL Light Cannon has the same ROF of his ground turret variant.
- Assault Cannon damage increased to 40 (80 for VTOL), blast damage reduced to 20 (40 for VTOL) & weight increased to 3000 (1500 for VTOL)
- Twin Assault Cannon weight increased to 6000, damage increased to 60, blast damage reduced to 30 & HP decreased to 450
- All Rounder damage multiplier against Cyborgs increased from 0.65 to 0.8 in a attempt to make cannons/rail guns quite useful against cyborgs.
*Rail Guns
- Needle Gun is now considered a V-Weapon (Versatile Weapon), so it can now shoot VTOLs.
*Fortress Weapons
Missile Fortress range reduced from 3072 (24 tiles) to 2560 (20 tiles)
Mass Driver Fortress range increased from 2048 to 2560 & blast damage increased from 750 to 900.

To-do list (if people approve them):
- Make Rail Gun as a V-Weapon too.
- Change for VTOL Weapon behavior: same damage of it's vehicle variants, but ROF doubled up. For salvo-weapons, number of shots fired from a VTOL salvo-weapon is doubled up. (example: VTOL Lancer now fires 4 rockets instead of 2 on vehicle variant, damage it's still the same.

Honestly, most of these are pretty good changes.
I should mention that the only reason the weapon is called "AA Flak Cannon" is for people who don't know what "Flak" means (i.e. 99% of all English-speakers) - in other languages, it is translated to "Flugabwehrkanone" or "AA Cannon".

I haven't been able to test this in MP yet, but I'd like to. Though, I don't understand the need to change the bodies. Retribution has been a durable Vtol body, and Tiger is fortress on tracks as is. I thought the balance between Project bodies vs. Nexus bodies was speed vs. HP.

I'd love to test it, but unfortunately, while playing an FPS game, I clicked to hard and broke my mouse. It's not easy using mousekeys or tab to play believe me

Silly me, I never posted about testing this in MP.
From what I remember, needle gunners shooting vtol was awesome...perhaps too awesome. They added nicely to the AA I had in base.
I thought your 0.1 AA Cannon was spot on, we'll see what this small change brings.
