There are several good mod managers/launchers out but I don't really like any of them so I dusted off the (crappy) WZ2100MM 4.0 source code And made it work more like 3.0 while still retaining as many of the actual improvements from 4.0 as possible.
There is now no limit on how many mods may be activated.
.wzmod files are no longer supported.
.set file unfortunately use a new format.
Most of the changes that came from 4.0 are under the hood.
3.5 Portable is just 3.5 with some extra settings and made to use something like relative paths aka %DRVLETTER%. this makes it so you can use it on a usb drive.
This is NOT compatible with the portableapps.com version.
To use just copy both your warzone directory AND your config directory to the portable device then run the manager selecting the files on the portable drive when asked by setup.
