The installer tried to restart my system 2 times when trying to install the required MS Visual C++ (once with x86 and once with the x64 install)

When 3.3.0-beta1 is fully tested and all the bugs repaired.
So at this time there is no fixed time.
Enjoy 3.3.0-beta1 and remember put in them bug reports they are needed.

The minimap in 3.1.5 is much better than what is in this version.

I think you should change it back to 3.1.5 version.

Very excited there's a new release!

In Skirmish mode I am now getting "Artifact Discovered" messages when I destroy the enemy factories. Is this intentional?

Yes, this is an old feature that was reinstated after its absence was reported as a bug in ticket #4836.
