Are you just making work for yourselves? What is wrong with building using all 15 trucks, if that is what someone wants to do? Trucks are just another resource, to be disposed as the player sees fit. If there is to be a limit on number of trucks to build simultaneously, the only limit that makes more sense than any other is 1. Any other limit will be arbitrary and artificial, but 1 will simplify a great deal of things, including the ability to make game progression more predictable for game bal...
