That would be more than a HMG unit and could skew the early missions by abusing high HP units to easily distract a weak group or a few defenses with little repercussions. You don't need so many units. I could destroy every NP ground reinforcement with 10 half-tracked light cannon units. The difference though is that I'm not using stupid amounts of mobile repair units I only use 2 with each squad. In addition I'm not destroying the new scav base or the new paradigms ...
