That mission is actually pretty simple once you know what it is that you're supposed to do. As soon as you get to the mission zone, you will want to do standard stuff like build a repair facility. Send your group into the valley (accessible easily beyond the first scav. base). If you are fast enough...

Agreed - after 13 years of wear & tear (wz2100 is 13-years post-apocalypse) I wouldn't expect ANYTHING in the game to be shiny and new. Especially ANYTHING that is being used by a scavenger/barbarian.

After thinking about it a bit, I think with WZ's unlimited power GPM the batteries would only be useful to guard against the situation where the enemy destroys many of the player's oil derricks.
