I noticed this behaviour, too, but posted it in another Forum. The energy will increase with finished research by 1k to 5k(I think that this depends on the power level?) Also, Commanders have a weird bug: Once one reaches Professional Status, you cannot assign the full possible amount of units to it...

just check all topics about mods. Either in the attachment box or within the description, there're instructions to install the mods to /mods/global/autoload.

I discovered some nice model replacements for some buildings and weapons and wanted to use them. The AI cheats power because it's not very hard to beat if it doesn't. It's not unlimited power, it's just more than you get. If you don't like it, push it to minimum difficulty, that'll disable the power cheating. I see. so the AI actually is not very intelligent, no wonder, the game's 10 years old...
