Ok, the guide appears to be majorly outdated with the latest warzone release.
I've been narrowing it down and I think that you need plasmite flame, flame howitzer, and plasma cannon.
I could be wrong, and this might be incomplete. That's why I'm asking.

I think I figured out why warzone says it was modified locally. I wanted to know, what do I research to get the heavy plasma launcher?
I have gotten it before, but I have no clue what to research to get it. I'm running the latest 4.1.3 release.
It is not currently in the online guide.
