Is there a way to start a campaign with cheats disabled so the cheats just cannot be turned on during periods of frustration?

Problem in Campaign map CAM_1CA
I've got 30 minutes to establish a base and ward off attackers.
For 30 minutes I ward them off as they exit their transports and then it says I've failed.
What am I doing wrong?

Thank you for the information. I don't think there is a game mechanic like this in any other RTS I have played. This game is so interesting for one there is over 20 years old.

What percentage of experience transfers to the newly minted unit?
