Keep in mind that commanders can also direct artillery units and structures to attack its current target by painting it with its laser, and relaying target data to artillery through radio (or some other means of communication). The only ways that I know of to keep that from happening in real-life would be to do one of the following:
1. Destroy the commander before it gets within reach of its target.
2. Prevent the commander from relaying information. (This could also prevent it from receiving orders, though I fear that that would open a can of worms in terms of game balance.)
3. Hide your units from the commander's sight, using some form of optic camouflage (aka a cloaking device) to do so.
Speaking of, are Radar Detectors able to target commanders that paint targets for bombardment?
Interesting fact: radar works in a similar way, collecting data by bouncing radio waves off of their targets. However, stealthy designs or radar-absorbent material can be used to reduce detectability, while chaff can be used to spoof enemy radar by distracting it from the intended targets.
