back when somehow version 4.2.7 was forcibly downloaded without me wanting it to be downloaded, it added files to a folder on my computer named 'Packages'. The name of the folder it added was named 48148WZ2100Project.Warzone2100forWindows_qsk72963svc8a and the 'config' file is 58gb of space. What is that about?

Windows will just update it for you when you install it from the Windows app store.
If you mean the WZ2100 game config file you probably encountered
https://github.com/Warzone2100/warzone2100/issues/2510 by messing with invalid structures in a mod before a mid-4.2 release.

no, I have never touched the config file
