Scanlines only work when the video is shown at least twice its height, and isn't higher then 512 pixels.

There is no "turned on and not used". When scanlines are on, extra lines are inserted into the video, which basically doubles its height. The video texture is hardcoded to 1024x1024, that means the maximum height with enough space for scanlines is 512, and the minimal display height needed is twice the video height.

I was aware about it,seems to happen on 720p as well. I've planned to do it in next 3 or 4 weeks since i need to study for upcoming exam

OK i'll try to make torrent files, but my upload speed only 50kB/s at most so I'm sure not many people like it.

I don't think that's exactly what he meant, if you look to the left and right you see that there are non mirrored pixels in those rows.

i guess so,i only fix mirror lines on bottom and right videos. probably i use a wrong codec while encode it
