T1 Balancer and Speed Mod for 1.10 only

my next 2 mods : )
T1 Balancer change the research in muliplayer games and make some weapons more useful.
i still working on it.
Speed Mod makes all faster. units drive speed, truck build speed, research speed,
produktion speed and faster power.
all is 3x so fast (more) except the upgrade for engine... this is normal.

this mods is for official version only, I thought that its for WRP
Make for WRP better.

yes, all my mods are only for 1.10...
i compile it when this project is done.

this is foss... the project may eventually become abandoned, but it'll
never be done. not to mention, since these are the wrp forums, it'd be helpful if you indicate in the topic title that a mod is for 1.10 only.
