Saved the game and re-loaded and now they fire... man this game has a lot more bugs than I remember.

Now not firing on other artillery (counter battery), even after reload. What is going on?!

Okay so the best I can figure it is:
1) Assign fire support on commanders have to be OFF for CB to work.
2) CB detection works on the impact point of artillery strike, then tracks it back to source based on the impact, NOT detects artillery firing within its range (as I thought it did).This means that shorter ranged defensive artillery won't be fired on in some cases where long range artillery with a CB will get fired upon by an opposing long range CB setup.
So hopefully if nothing else this info will help someone else understand things better.

i second chaos's post i learned that i had the fire support on while having mobile sensor units around and wouldn't fire. bit of a derp moment for me there
