Problem with passing

Hi all!

In a mission: "Northern Sector Mission: Missile Codes " in a game at a research it is given 23 minutes on each research of codes. As a result on all research ~70 minutes . During this time the laser manages to destroy by bombing everything and still remains to time >15 minutes.
I watched passings at other people, they have time for a research 15-17 minutes (51 minutes on all 3 researches). It innovations in the latests version, or mistakes in a game?
