Can I use a CB tower to target my mortor pits or howitzers on specific targets like the vehicle mounted sensor?

Vehicle mounted sensor is not a battery, so no, you can't use a counter-battery tower for that.
Use radar detector.

No, you can't make defensive structures choose their targets, you can only do so with mobile sensors and commanders.

From what I know, the counter battery sensor is specifically made only to target enemy artillery and destroy them first.
