I'm not sure if this is the right forum for this, but here goes anyway...
IMHO commanders suck.
Why not allow any droid with a sensor / CB on it act like a commander instead?
Sensor droids can already target things, and they do so in a much nicer way than commander droids "plasma ping pong ball line". Plus they have the benefit of calling artillery fire from base defences.
After researching command turret, any sensor droid could act as a commander, allowing other droids to be assigned to it (including VTOLs if the sensor droid has a suitable sensor attached).
With sensor droids acting as commanders, we could then ditch the firing range setting on all other droids, and just have firing range be a setting for sensor droids. It would control how a sensor droid targets enemies, and could even be automated depending on what sorts of units are assigned to the sensor droid (eg. why not just set the sensor's range to the max range of the weapons on droids attached to the sensor but up to a maximum of the sensors range).

AFAIK the main difference between a sensor droid and a commander is that the commander gets a nifty gui with additoinal commands. Perhaps sensors have more range?
Regardless, HP needs a boost to make commanders[sensors?] use the benefit of gaining rank.
