I was looking over the stats for lasers on the beta guide here: http://betaguide.wz2100.net/weapons.php
And I was noted that flashlight does more damage per minute than Pulse. I was curious if this was intentional.

Now flashlight is a far better weapon in this case, as pulse isn't available until after flashlight, and I understand that Pulse has a 14 tile ranges compared to flashlights 12, but does the damage really justify this, or I'm I over looking the obvious into this. Flash light seems to be the better weapon here, or is there other things I should take into account?

Flashlight was improved in last 3.1.1 version.
Pulse Laser is less sensitive to armor.
Lets see
Damage to Tiger Half-Tracks (weapon modifier 50%, thermal armor 39)
Flashlight Max(100*0.5 - 39, 100*0.5 / 3) = 16 * 30/per minute = 480 per nimute
Pulse Laser Max(165*0.5 - 39, 165*0.5 / 3) = 43 * 15/per minute = 645 per minute
Damage to Tiger Hover (weapon modifier 110%, thermal armor 39)
Flashlight Max(100*1.1 - 39, 100*1.1 / 3) = 71 * 30/per minute = 2130 per nimute
Pulse Laser Max(165*1.1 - 39, 165*1.1 / 3) = 142 * 15/per minute = 2130 per minute
Damage to Heavy Cyborg (weapon modifier 150%, thermal armor 25)
Flashlight Max(100*1.5 - 25, 100*1.5 / 3) = 125 * 30/per minute = 3750 per nimute
Pulse Laser Max(165*1.5 - 25, 165*1.5 / 3) = 222 * 15/per minute = 3330 per minute
So. Pulse laser do better damage to tanks than Flashlight but Flashlight do better damage to cyborgs than Pulse Laser.
I think we can improve Pulse Laser a bit.
So I think Pulse Laser is better anyway.

Absolutely! Pulse Lasers are better in the fact of range and damage to the tanks. Yes, crab. But the research-times for the upgrades for pulse-lasers are very long (sorry for my bad english). Maybe in the balance ok, in relation to the cyborgupgrades.
In case the WZ-game ends in a draw , the game winner will be determined by penalty shoot-out.
