Im not sure where to post this, but,
i changed my key mappings to shift enter for multiplayer options, because i was sick of locked teams, but now that i try to ask other ai for alliances, they dont answer! Its quite annoying being attacked by a stacking ai....

But anyway, the changing of the keymap has nothing to do if the AI will form a alliance or not. That is random. Sometimes it does, sometimes it don't.

There was a mod... here: forums.wz2100.net/?topic=1387.0that let the human in skirmish choose the teams. Very helpful to avoid getting piled.
