Campaign resources stop generating

Hi, so I was playing through the campaign and I got to a level where I needed to establish a forward base and take the enemy oil wells. I destroyed all the bases and took the wells. The problem is that the wells aren't producing resources at all. The game keeps on giving me more missions but I can't get anywhere because it expects me to have resources but I ran out. I'm not sure what the issue is to be honest.
