Laser Satelite Will Not Disable

Hi everyone, On the building limits, I disable the Laser Satelite, yet it still comes up to research in AI games, and AI researches it and uses it ? why is this ? Horrible weapon

Still have this problem and it still occurs with latest version of game? why is this ?
