Scrolling through Build menu

I noticed yesterday that there was a new update, so I installed it. It seems that my computer doesn't like it, so I stepped back to the older 2.3.8 version. After doing that i noticed that i can no longer scroll through the build, research etc. menus. I really enjoyed being able to do that instead of tabbing. Was it deleted, or is there a patch that I need to install? If so, where do I get it, and where do I install it?

Unfortunately, that was a new feature. I don't recall which version it originally appeared in, though.

By "scroll" do you mean with the mouse wheel? If so, in 3.1.0 I can still scroll through research and build menus.
