Unable to connect to lobby server

Hello everyone.

I've registered on this forum in hopes of resolving my current issue which is the following:
Alright, so I talked my friend into getting this game recently for us to play online together. The thing is however that he can't connect to my server and neither can my server connect to the lobby ( the message that says "Unable to connect to lobby blah blah" shows up to my regret ).
I tried to configure my router's settings by forwarding the required ports ( I opened both port 9900 and 2100 ) and it didn't do the trick. Another thing I came up with afterwards was that I should turn off the Windows firewall on my PC. So I did although that didn't fix it either.
Moreover, I tested the multiplayer mode with these settings on both the latest Beta version and the latest stable build which is 2.3.9 if I'm not mistaken. No luck.
So now being unable to play the game with my pal disappoints me somewhat. If anyone has a suggestion or questions for me please don't keep them for yourselves.

Those are TCP ports, not UDP.
If you allowed them both on your firewall, and router, then something is still blocking those ports.

When you start hosting the game (easier to do this in window mode, make the res like 640x480 or something along those lines), then hit this site http://www.canyouseeme.org/ and type in your port (2100), and it should be able to see you. If not, then it is still closed.

Hi, I did that and it said it could not see me on that port after I had run the server. What do you think is preventing my server from communicating with the internet? The firewall allows the game to use my connection but still I turned it off just to see if it would do anything and nothing changed.
Also this is what my router's "game and application sharing" menu looks like:

Game or Application Definition
A game or application is made of one or more TCP/UDP port ranges. Each incoming port range can be translated into a different internal (local network) port range. Port ranges can be statically assigned to devices or dynamically assigned using an outgoing trigger.

Protocol / Port Range / Translate To ... / Trigger Protocol / Trigger Port
TCP / 2100 - 2100 / 2100 - 2100 / Any / 2100
UDP / 2100 - 2100 / 2100 - 2100 / Any / 2100

I really don't see what else could be blocking it.

Well, if you feel like testing, bypass the router, and see if that works. If so, you found your problem. If not, and you are sure the firewall is off / disabled, then it would seem that the ISP is blocking that port for some reason.

I'm a bit embarrassed to say this but how do I bypass the router?

Shut off DSL or cable modem. Disconnect the CAT-5 cable from the modem to the router, and plug it directly to your computer.
Then turn on the modem, wait until it gets back in sync, and then boot your machine, and you have now bypassed your router.

Once you are done with the tests, you power off computer & modem & router, then plug CAT-5 back into router, and then turn on modem, wait for it to sync, then plug that into router, turn on router, and wait for that to sync, and finally, boot your computer, and you will be back to normal.
