How to find structure cost before built?

Is there any way to find the cost of a structure before I build it?

I know in WZ 3.2 I can query existing structure of same type to see how much it cost, but is there a way to find out before any structures of that type are built?

I imagine I'll have to initially hard-code a list of structure costs in to my AI to start with prior to any new functions in future JS API. Which .txt or .ini is structure cost defined in?

Yes, how much power does it cost to build a specific structure (or droid for that matter). I assume there's a stats file that defines it somewhere. I know costs are stated in the Guide, but they are outdated (eg. oil derricks is still stated as costing $0 in the Guide).
