[UPDATED] Mousewheel menu patch

Hacked this together today. What it does is basically enable the mousewheel over the construction/research/build menus so you can scroll through the pages without having to click the "tab buttons".

The cosmetic issues have been resolved. Me and Josh have been testing it out, and everything seems to be working OK :D

I moved the patch from this post to the tracker at http://developer.wz2100.net/ticket/2110.

Thank you :) I'll look into adding mousewheel support to the object menu (at the bottom of the screen) later. Played a skirmish with the patched version and it really makes things flow better, and it's actually quite precise when it comes to jumping to a specific tab :)

Sweet, glad you guys like it :) Been playing the official 2.3.4 release a few times, and I miss the wheel feature now that I've gotten used to it :p

Give me a few days and I should have basic code in place to page through the object menu (bottom of screen) sorted too :)
