Create a 2.3 subforum in Version Specific

We're now moving on from 2.2 to 2.3. I think now would be an appropriate time to create a new subforum for 2.3.

Just wanted to point this out. :)

Yes , I said that few times before, it's third beta now, that subforum should be made.
