No, I'm not talking about the pulses on the minimap.

I mean when a unit is just barely in range and it appears as this little green pulsing ring.

I would be fine with showing the radar blip for barely visible units for much longer if it was not possible to fire at it when it is in this state. The in-game rationale for such a restriction could be that the position is so uncertain/inaccurate that it makes no sense to waste valuable ammo to fire in its general direction.
