Tried adding wine but!

I get this error

$ sudo apt-get install wine-stable

I wanted to get this to play warzone2100portable.exe

I added sudo because I don't know how to remove the lock

E: Unable to lock the administration directory (/var/lib/dpkg/), are you root?

I'm using ubuntu 16.10 Yakkety 64 bit

You have more threads on the same topic then anyone I have seen please use the compile guide in the wiki.
And don't ask for a link you have been told!

Great!!! Now i can't install any kind of packages
MaYBE I HAVE TO REINSTALL UBUNTU!
Or permenently delete ubuntu!!

I removed warzone2100 tried reinstalling
But this

warzone2100 is already the newest version (3.1.1-3).
You might want to run 'apt-get -f install' to correct these:

The previous ubuntu wubi installation also had package problems! I've made 10 reinstallations of wubi so far
and still can't install packages :augh:
