I haven't tired the 2.2 release (svn) yet, but I just wanted to know if the FMVs were subtitled?
And if not, why not do so?

Yep, they're subtitled.

In my case the FMVs are subtitled but don't seem use the (French) translation. Instead, they're in English.

The maintainers (including myself, so I'm not pointing fingers here) are really bad at updating the language files.

The subtitles are .txt files found in base.wz\sequenceaudio + subdirs and not localized (why???)

So, as of right now, it isn't possible to translate the subtitles.
