New "overall" header.

As you may noticed, the layout of the main page has changed a bit, as well as the "overall header" for the main page and the forums. I'll port the new header to the Wiki and Trac as soon as possible. Please report all display glitches here, preferably with an attached screen shot.

* Timeline in Trac is somehow broken, at least in IE 7
* Doxygen view in Trac is broken in ~every browser. However, i can't modify the doxygen.css ...
