A possible bug in graphic settings detected

Hi all.
My problem is: I enter the game (latest release - 2.1) and set graphic options to "mist" and "screen shake on". I play the game, everything works ok. I exit the game and when i re-enter it, the graphic options are reset everytime, so they are again set on "fog of war" and screen shake stops working from time to time although it says it's on in the menu; all other settings like resolution and invert mouse stay selected the way i have set them.
I play it on Intel Celeron 1300 mhz, 256 mb NVidia graphic card, 1GB ram, windows xp sp3.
EDIT: I found some other reports of this, i checked it out, but if anyone can explain the problem and/or solution to me quickly, you are most welcome
I also saw that there are some posts about editing the command line, but I didn't find any commands for those two issues
