Well since it would mostly or only affect direct fire weapons, it would affect the balance between direct fire and artillery weapons. Right I have upped my game and can beat max difficulty AI now. Very hard though as you have to gain map dominance and still pump out units like an AI while it matches you with 2 oil wells!
