I thought the MG tower was not affedted... There have been some changes since last you may have played, one of them is the ability of hardpoints to shoot over something. If it's forced alliances at the options before starts, all intelligence is shared.

But you you are able to brake truce, and ally, then You are given the option to share research, I think.

I think what Iluvalar meant was units under a commander's control are able to automatically go to a repair facility if they are damaged. once repaired at a repair facility, they will drive themselves back to the commanders side. I had my first taste of 8c-oligarchy, and it was so radicaly diffrent. I'll definaly be playing this mod for time to come, its so new and intresting.

Imo, I think Per hit the nail, the top tier research upgrades may need more power to get researched. It should be a weakness to research the research, as to take power away in what one would normally use for defenses and tanks/cyborgs/VTOLs.
