No there isn't a cheat/mod like that but you can go to structures.json or weapons.json and set one weapon turret or structure to have significantly more "hitpoints" and just use that turret or building for testing purposes. Not sure what the max hitpoints allowed is but you could try somet...

I just imported the propulsions and unfortunately it's not a complete set.
