Gamma 8 has the same conditions as all other missions on the home map: destroy everything to advance. There will be a repeated reminder message of all victory conditions starting with the 3.5.0 release.

To me this sounds more like an AI is failing to build an appropriate amount of VTOL pads. What AI are you seeing this happen with? The behavior with ally players using your pads is part of the micro-AI and can't be disabled.

To be honest Alpha 11 actually needs fixing because it exhibits incorrect behaviour that is not consistent with how that mission worked originally, see in the original game v1.10 if you destroyed the tank that was carrying the artefact the artefact would be dropped and then the other units would at...

Make sure you also destroyed all units on the map to continue.

No. You might have been reading discussions about changing it back to 40 but the current limit is still 100 units for campaign.

The times are set via the setMissionTime() function in the mission scripts found in data/base/script/campaign.

Did you destroy the silos as well? They need to be destroyed to advance to the next part of the mission. Upload one of your saves (.gam file + folder) if it's still is giving you trouble and I'll take a look at what is going on.

Basically, Nexus is for completely new players. It's the worst AI and is more for training purposes than anything else. If you want a more aggressive bot use BoneCrusher!, Cobra, or SemperFi.
