Was this an online game? Sometimes lag does things like so.... maybe cheating.

Another thing: Early fortress cannons can kill a med/hv tank by one shot at full HP.

This is because AIs are cheaters

I was obviously joking. They just get mad at reesearching cannons, so an AI's power is always near 0. Cleanse their tanks, they won't spawn again
