last v wont work opengl problem what should I do ?

I have problem with 1.10V. I can't build 5 research center allways is 3 in game options limit is at 5 so it's not a problem someone know whats is wrong ?
And another question with lvl what is difference bettwine easy normal hard in sk mode ?
