Skirmish. It was fully built and the commander was using it but the units under his command would just roll up nearby and chill. regardless of how much damage they had taken.

I built the repair tower thinking it'd keep my dudes alive but instead they refuse to use it.

I have some friends who are now pretty convinced that heavy gunners are some kind of cheating (2.3b11a balance). I have a build that culminates in 3 factories pumping out cyborgs as soon as they can possibly be researched, with heavy gunners joining their machine gun comrades after about 6 come off ...
