There are only two things that make campaign difficult. . .if you aren't a total noob. One, time limits. If you don't make use of the best tech you have available, and commanders, it can actually get challenging for a new player. Especally the level where the NP gets that big base on the Alpha map. ...

Well, with large groups(16+), fire could be split among multiple targets, and still destroy them. From what I understand, 3.1 has a no-overkill ability, right? I think that adding defenses to the HQ to slow rush tactics is a good idea AOE2 had a similar feature, and it was one of the best improvements in that game. HQ defense will help new players not get steamrolled in under 10(5?) minutes as much, but won't be a huge overbalance in gameplay.

I think that requiring power for oil derricks is a good idea, increasing the cost of power generators is okay (perhaps we could increase the cost of the power module instead?), HQ power is good, HQ having 2-4 HMGs good, HQ having special powers - bad, bad, bad, bad.
