No, INI is definitely wrong one for such stuff, since it is can't be represented in such way in clean way (at least for more complex layouts).

Originway , I don't remember them exactly, that was long time ago and I don't have right now time to again dig into old source code revisions. I'm using it all the time, and I can only tell that this would be complex task for existing and so big project, but engine slowly evolves in right direction...

Originway, with current widgets API nothing is drop in replacement.
It would require some additional work (I think that a bit less if using Qt5) but with additional benefits (won't list it again, those that use Qt know ), if done properly.

Lord Apocalypse , you mean for in game widgets? First it is required to abstract current code (AFAIR Cyp/ made it's API a lot saner in some branch), and then we can try to replace it. :-) Do I need to say again that since we already require Qt then we should evaluate it for this use case (using 5.x...

effigy , nope, it's not yet ready for this stage (since it's still more like 2D viewer...), although creating them would be now much easier (after dropping unfinished and unmaintained 3D part, to be replaced by QGLViewer or something like that). Exactly, also it would require additional algorithms to guarantee that resulting map would be playable (enough flat and connected areas etc.).
