Found the problem I made a direct path for bison and flex like so:
FLEX:=c:\progra~1\gnuwin32\bin\flex.exe
BISON:=c:\progra~1\gnuwin32\bin\bison.exe
Its trying to do something with them but not giving escape paths so I think something is borked :-S
